CONSTITUTION AND RULES OF THE M.U.S.C NORTH DEVON BRANCH

1. The Branch shall be called “The Manchester United Supporters Club – North Devon Branch”.

2. The object of the Club is to promote interest in Manchester United Football Club and to provide facilities for local supporters to see them play.

3. To this end, a Committee will be elected by paid up Branch members to deal with all the decisions necessary for the day to day running of the Club.

4. The Committee shall consist of no more than 11 members including Officers. These are to include a Chairman, Vice-Chairman, Branch Secretary, Assistant Secretary and Treasurer.

5. Committee meetings will be arranged by the Secretary when required. A minimum of 7 members of the Committee must be in attendance, to include at least one Secretary and either the Chairman or Vice-Chairman.

6. An Annual General Meeting (AGM) will be held within 15 months of the previous AGM and 21 days notice of such a meeting must be given to members.

7. A Special General Meeting can be called when no less than 10 members forward a requisition containing a motion to the Secretary. Such a meeting will only consider that motion and will be held within 28 days of receipt of the requisition.

8. The Officers and Committee Members shall be elected annually at the AGM. However, if any member of the Committee was to stand down, the Committee can invite a new member to join for the remainder of that season.
a) Any member wishing to stand as an Officer or Committee Member must have attended at least 6 matches during the previous 12 months. Every member of the Committee must be present at no less than 66% of meetings within a 12 month period, unless there is a good cause not to attend.

9. The Constitution and Rules of the Branch shall be decided by the Committee and Old Trafford.

10. All members of the Branch MUST also be a Season Ticket holder or a member of “ONE UNITED”, the Official Manchester United membership scheme. Every member MUST provide the Secretary with their ONE UNITED membership number upon joining the Club.

11. Prices of travel shall be altered when necessary by the Committee

12. Match bookings must be made to the relevant member of the Committee directly, as detailed in the membership notes. Any payment must be made as informed, otherwise the booking will not be considered valid, and the ticket(s)/coach seat(s) will be allocated to others.

13. If any member fails to turn up on match day, or fails to give the match Booking Administrator three days notice of cancellation of a league match booking, they will be charged the full cost of the coach and/or match ticket. Attempts will be made to resell the ticket and, if successful, this will be taken into account. The member will not be allowed to book any matches until such monies owed are paid in full.

14. Rule 13 will also apply to cup games once a member has booked

15. For home and neutral venue matches, priority will be given to Branch One United members. For oversubscribed matches in a competition, the bookings requiring the use of Branch obtained tickets will be taken, with member priority based on the following conditions in the order set out below:-

i) Rule 16 will apply (for League matches only)
ii) Rule 17 will apply
iii) The number of times that a member has purchased a Branch obtained ticket in that competition for home and neutral games during the last 12 months (having also purchased Branch obtained tickets for a minimum of 5 additional games in any competition)
iv) The number of times that a member has purchased a Branch obtained ticket in all competitions for home and neutral games during the last 12 months
v) If necessary, a final decision will be made at the discretion of the Committee

16. Members who assist the Branch by funding the full cost of a Season Ticket at the start of the season are given priority for any Home League match that season.

17. Due to the need for members to book and pay for an organised stopover weekend trip well in advance, those Branch members are given priority for the Home match that weekend.

18. The Treasurer will produce monthly statements and these will be presented to at least 3 members of the Committee at the end of each month.

19. Club accounts are to be audited annually

20. Following strict allocation guidelines, the Branch receives 2 tickets for some away League games from Manchester United Football Club. Their rules state that these shall go to members of the Branch Committee and the allocation of these tickets is to be agreed at a Committee meeting at the start of the season. Any Committee Member who books a ticket for a top side will not be able to go to the same fixture the following season.

(a) However, not all matches will be taken up, so any Branch member who wishes to attend an away game should inform the Match Booking Administrator. Their names will be put into a draw as away match tickets become available, as this is the fairest way to distribute them and gives all members a chance of away tickets.

21. All Season Tickets and specified match ticket stubs must be returned to the person running the coach after the match. All members must take care of Season Tickets and ticket stubs. If a Season Ticket is lost, the member concerned will be charged the full cost of obtaining a replacement.

22. Any cause for complaint should be reported to a member of the Committee at the time of the incident, so that appropriate action can be taken. Any member whose behaviour gives cause for them to receive written notification of a complaint against them shall (at the discretion of the Officers of the Committee) be liable to immediate suspension from all Branch activities until the matter is dealt with by a Disciplinary Panel appointed by the Committee.

23. All times of coach movements must be strictly adhered to. For example, the coach will leave the coach park at Old Trafford 20 minutes after the final whistle.

24. No hot food, such as burgers and jacket potatoes, will be allowed onto the coach. Any member not following this rule will be dealt with under Rule 22.

25. Smoking is not allowed on the coach under any circumstances, this includes the onboard toilet. Any member who is caught smoking will be dealt with under Rule 22.

26. No alcohol will be allowed onto the coach. Any member found with alcohol on the coach will be dealt with under Rule 22. Any breach of this rule will almost certainly result in a lifetime ban from all Branch activities.

27. All members must keep the coach as tidy as possible and use the containers provided for all litter. All facilities on the coach are to be respected.

28. Persistent standing is a major concern, so at Old Trafford members are requested to remain seated during the games, except for moments of extreme excitement. Any member who gives Branch Officials reason for concern will be dealt with under Rule 22.
